If you are reading it then i guess you are suffering the same problem that i faced. I formatted my machine and found to my dismay that my IE 7 on Windows Vista was stuck on the runonce 3.aspx page, which was not displaying.
I tried searching the Net but the answers i found were very confusing. Overall everyone was saying the same thing but i was in a fix as to how to do it right. Then i found the wonder link of the Microsoft website http://support.microsoft.com/kb/945385.
This link very clearly explains the probem and also has a download which can solve the problem for you in a single click. Considering it is the Microsoft Website it is okay to download and run it also.
